HOV Services Helps Legal Publisher Reduce Costs and Turnaround for Taxonomy / Indexing Project.
Challenge
One of the largest legal publishers, offering the most comprehensive online sources of global market and broker research, news, current awareness and enterprise solutions, came to HOV Services to help revamp its XML and PDF conversion and taxonomy/indexing processes. Previously, the publisher was using a UK based organization to provide XML output along with PDF Bookmarking for all 50,000 reports produced each year. The publisher felt that the vendor didn't offer aggressive cost savings or flexibility in ramping up/down on volume variations and faced a significant delivery issue.

In addition, the publisher used 12 internal resources in the UK to do taxonomy/coding of all 50,000 reports/year leading to resource issues due to their inability to ramp-up/ramp-down for volume variations.

HOV Solution
For the XML and PDF Conversion, HOV Services took over the development/de-bugging of the PDF Bookmarking tool and offered XML and PDF bookmarking as an end-to-end solution. The HOV India offshore team provided significant cost savings and flexibility to handle volume variations within two weeks. HOV Services also modified the workflow to include the PDF bookmarking process and the publisher was delighted that HOV had the technology and skills to quickly de-bug the PDF Bookmarking tool.

For the taxonomy/indexing project, HOV Services used the “Co-sourcing” model to implement the project as it involves extensive coordination from the publisher’s staff, and requires tools used by the publisher to be evaluated and implemented in HOV India to ensure full understanding of the training and quality metrics. HOV Services' knowledge resource from India traveled to the publisher’s office, in the UK, for six weeks to understand the business requirements, develop the prototype, test batches, evaluate productivity/quality benchmarks and estimate ramp-up curves. Upon successful proof of concept at the publisher’s office, the knowledge resource went to India to manage the complete ramp-up and production phase. HOV Services has 12 dedicated FTE's (full time equivalent resources) to handle all volume variations and monitors the volume trend and ramp-up/ramp-down accordingly.

In addition, HOV Services provided a production tracking system through a web interface for the publisher to understand the volume in process. This workflow tracking system was also used by the publisher to provide approval/feedback for easy control.

By outsourcing theses processes to HOV Services, the publisher reduced their overall turnaround from 2.5 weeks to just one week at a cost savings of 35%. They now have the flexibility to handle all volume variations and have a centralized production tracking and QA system in place via a web interface.
